MINUTES OF THE
GLOBAL INDEPENDENT BAPTIST FELLOWSHIP
FEBRUARY 18, 2003
(MEETING AT LIBERTY BAPTIST CHURCH, NEWPORT BEACH, CALIFORNIA)
The meeting was called to order by Moderator Dick Webster. Bro.
Webster called on Pastor Terry Williams of the Boulevard Baptist
Church of Burleson, Texas. The meeting began at 2:37 pm.
Motion to accept the minutes of the September 17,2002 meeting as
written was made by Pastor Dave Lydick of Midlands Bible Baptist
Church of Bellevue Nebraska.
The second was made by Pastor Rich Farinella of Woodin Valley Baptist
Church, Woodinville, Washington.
Vote to accept the motion was UNANIMOUS.
Bro. Webster brought up requests he had received in writing for
future meetings.
September 15 – 17, 2003 is set for Eglise Biblique Baptiste,
Pastor Mario Monette, Quebec Canada
The following requests for future meetings had been received:
February 2004 – Pastor Paul Chappell, Lancaster Baptist
Church, Lancaster, California
The motion to accept this invitation was made by Pastor Bill Rench,
Calvary Baptist Church, Temecula, California.
The second was made by Pastor Jack Cooke of Centennial Baptist Church,
Caldwell Idaho.
The vote to accept the motion was UNANIMOUS.
September 2004 – Pastor T. J. Smith, Harvest Baptist Church,
Albany Oregon.
The motion to accept this invitation was made by Pastor Bruce Turner,
West Gate Baptist Church, Tampa, Florida.
The second was made by Pastor Dave Hardy, Eastland Baptist Church,
Tulsa, Oklahoma.
The vote to accept the motion was UNANIMOUS.
September 2005 – Pastor Dan Thornton, Buchanan Avenue Baptist
Church, Sioux City, Iowa.
The motion to accept this invitation was made by Pastor Bob Lewis
of the Blacksonte Valley Baptist Church, Cumberland, Rhode Island.
The second was made by Pastor Larry Obero, Filipino and American
Bible Baptist Church, Chula Vista, California.
The vote to accept the motion was UNANIMOUS.
Bro. Webster began further discussion about the GIBF Missions office.
He stated that he takes this responsibility as a personal charge.
He showed a power point presentation. It stated that the purpose
was to aid independent Baptist churches in their endeavor to send
missionaries around the world.
- The officers for the missions office are the current officers
of the GIBF. (Bro. Webster, Bro. Fountain and Bro. Stevens.) Bro.
Webster suggested that we add 3 more to this responsibility.
- The insurance program for the missionaries was presented. It
is an Aetna program that is also used by BIMI. It has rates for
overseas missionaries and home missionaries. To get it started
we only require to missionaries.
- Incorporation had been filed in Texas. It was done in 3 days.
The exempt status is all in place. The bank is set up.
- The Office phone number is (972) 353-8389, The website is www.gibmissions.com.
Email is gibmissions@aol.com.
- The needs are missionaries, prayer and office monthly support.
- There is an approval short form. Once it is submitted it will
be faxed to the officers, references checked, and the rest is
up to the sending church.
- A financial report from 10/21/02 through 2/4/03 was handed out.

- The floor was opened up for questions about the missions program.
There were none.
Bro. Webster than had Pastor Lewis present information about the
GIBF Websites.
- There are many men registered on the GIBF Website.
- There are many men on the GIBF Mail group. It will not host
“fussing.” It will not host argument about doctrines
which have been agreed on.
- The Website was brought up on the screen. A demonstration of
how it works was given.
Bro. Webster next had Bro. Farinella report on the GIBF
Times. Copies were handed out.
- Bro. Farninella gave a report on his wife’s health. Her
cancer has returned.
- He thanked Bro. Webster and Bro. Lewis for their work,
- A financial report for the Baptist Times was handed out. There
had been an increase of support of over $3,000 during the last
year. $20,000 was deposited in the Baptist Times account. Postage
cost $657. There was about $1,000 in extra costs. The cost of
printing was $17,436. Total expenses for the year was $18,390.
That left a balance of $2,352. The display for the Baptist Times
was purchased. That leaves about $500 in the account.
- Increase in monthly support is needed. The goal is to pay for
the issue when it is ordered. Help was needed on addresses.

- From Pastor Robert Lewis – Is the paper sent to missionaries
overseas? The postage is very expensive. They ask the pastors
to have the paper delivered to them and take the responsibility
of sending it to their own missionaries.
- Can it be done on the Website? Bro. Farinella said he would
need help on that. Pastor Bruce Turner will take care of it.
The motion to dismiss the meeting was made by Pastor Dave Hardy.
The second was made by Pastor Robert Lewis.
The motion was approved UNANIMOUSLY.
Bro. Webster asked the men to think about which 3 men to put on
the missions staff. The meeting closed in prayer at 3:40. Bro. Lewis
dismissed in prayer.
